THE PROJECT
RADOS presents the Humanity First Framework: a project by Ervin Remus Radosavlevici connecting technical safeguards with dignity, evidence, accountability and peaceful cooperation.
Its guiding principle is that the brain needs the heart to be complete. The work brings learning, development, verification and human review into the same cycle.
| Stage | Purpose |
|---|---|
| Learn | Understand the purpose, evidence, people affected and applicable constraints. |
| Build | Develop a limited, attributable implementation with privacy and security controls. |
| Test | Check expected behaviour, failure handling, access boundaries and recovery. |
| Review | Use accountable human review for rights, safety, licensing and consequential decisions. |
| Improve | Address findings, preserve original records and verify the resulting changes. |
HFC/2025 01–31
The framework is an ethical governance proposal authored by Ervin Remus Radosavlevici. It supplements applicable law; it is not an adopted law or a substitute for national law or international agreements.
Put safety, privacy, equality and human dignity before profit or convenience.
Preserve evidence, avoid collective blame and retaliation, and provide reasons, review and appeal.
Keep consequential decisions accountable to people with meaningful authority to review and correct them.
Consider long-term effects alongside present needs, peaceful cooperation and responsible automation.
Automation may flag a technical risk or record information for review. Guilt, legal sanctions and asset remedies require the applicable legal authority and due process.

The owner's original material is reserved under the repository's LICENSE, NOTICE and NDA-TERMS.md, subject to prior grants, third-party rights and applicable law.
Third-party use, copying, modification, distribution or rebranding requires direct written authorization from Ervin Remus Radosavlevici and any payment agreed in a signed agreement. Payment alone grants no licence or ownership rights.
The owner's requested 78-billion NDA penalty and asset-confiscation remedies remain proposed contractual terms subject to legal review, a valid agreement, applicable law and due process. This software imposes no automatic legal penalties or confiscation.
Respect human dignity, privacy, non-discrimination, necessity, proportionality, human oversight, notice, appeal and access to remedy.
Consequential decisions require authorized human review. Reports do not establish guilt or authorize sanctions. International human rights principles guide design and review; a notice alone does not certify legal compliance.
This is a plain HTML document with no scripts, access-key fields, forms or external resources. Private audit records stay behind backend authentication.
Contact the original owner through the email addresses above. Mailbox confirmation establishes control of an inbox at that time; it does not transfer ownership, licence rights or administrative access.

Alternate owner contact: radoscore@icloud.com.
Checked on : the primary address matches the connected Gmail account and is a verified Cloudflare destination. The alternate iCloud destination still awaits inbox confirmation. Neither address has completed the separate application confirmation challenge.
Review flag: an email address or mailbox confirmation cannot replace an encryption key, an authenticated backup or a recovery copy. Existing security material must be retained to keep protected records readable.
The former demonstration and owner-console pages described these review categories. They are preserved here as plain text:
These are historical reference categories, not evidence of an incident or a claim that this page monitors devices. A report records information for authorized review; it does not determine guilt, block a device, restore files or impose sanctions.
This public document contains project information only. Private audit records, credentials, encryption material and backup contents are not published here.
Preserve the original records, backups and the keys needed to read them. Verify a recovery copy in an isolated empty store before any decision about live data. Do not overwrite existing history or delete a backup to change the page format.
The earlier page replacement removed dashboard scripts and presentation controls from the current source. Those source versions remain in repository history. No audit database or backup deletion was identified in that change; recovery of runtime data has not been demonstrated by this page.
Changing this document does not perform a database restore or replace backend protection with email. The original owner attribution, licence terms, NDA notices and historical timestamps remain applicable.
Send a request directly to Ervin Remus Radosavlevici describing the intended use, organisation, scope and proposed terms. Do not include passwords, access tokens, encryption keys or private audit records in email.
A request does not itself grant permission. Use and payment terms require the owner's written agreement. The historical framework describes proposed licensing tiers; this page grants none of them automatically.

Project: Humanity First Framework Owner / original author: Ervin Remus Radosavlevici Permission contact: Radosavleviciervin8@gmail.com For original material owned by Ervin Remus Radosavlevici, no permission is granted to use, copy, modify, distribute, sublicense, sell, host for others, create derivatives, or rebrand the material without his prior written authorization. Requests must be made directly to him; any in-person agreement must also be recorded in writing. Repository access alone is not authorization. Paid permission. Any third-party licence requires payment of the fee agreed directly with Ervin Remus Radosavlevici in a signed agreement, unless he expressly waives that fee in writing. No price or currency is set by this notice. Payment alone grants no licence and transfers no copyright, authorship, ownership, trademark, attribution, or rebranding rights. A limited licence must state its permitted uses expressly; falsely claiming to be the author is forbidden. Authorized use must preserve Ervin Remus Radosavlevici's name, this notice, applicable licence notices, watermarks, and original provenance timestamps. Do not remove, replace, conceal, or falsely reassign attribution. New build timestamps must be added separately without rewriting historical timestamps. These terms apply only to rights the named owner holds. They do not revoke prior grants, override third-party licences, platform terms or non-waivable legal rights, or claim ownership of third-party dependencies or contributions. Non-public information may be disclosed only under a separate written NDA signed by the owner and recipient. Public material does not become confidential through this notice. See NDA-TERMS.md. Authorized deployments must respect applicable law and human rights, including privacy, non-discrimination, proportionality, human review, and access to remedy. Software must not determine guilt or execute confiscation or legal sanctions. The owner reserves available legal remedies. The requested 78 billion penalty and asset confiscation is a proposed negotiating position in NDA-TERMS.md, not an automatically effective fine, debt, court order, or software capability. To the extent permitted by law, this material is provided as is, without warranties. Nothing excludes liability that cannot lawfully be excluded. A granted licence must specify permitted use, parties, governing law, duration, and liability terms in a separately signed agreement.

# Confidential access and proposed remedies Copyright © 2026 Ervin Remus Radosavlevici. All rights reserved. Permission contact: Radosavleviciervin8@gmail.com. The owner requires direct authorization before third parties use or develop his original material. Non-public source, designs, and business information may be supplied only after a separate NDA is signed. The executed NDA must identify both parties, the information covered, permitted purpose, security controls, incident notice, duration, governing law and dispute forum, and return/deletion obligations subject to lawful retention. Exclusions must cover information already public without breach, independently developed, or lawfully obtained elsewhere. Preserve legally protected reporting and required legal disclosures. Reading this repository does not execute an NDA. ## Requested 78 billion penalty and assets confiscated The owner's requested terms are recorded as **78 billion in damages/penalty and asset confiscation**. Currency, jurisdiction, counterparty, and an executed agreement have not been supplied. These are proposed terms for qualified legal review, not an amount presently due or a guaranteed enforceable remedy. Any agreed damages or property remedy must comply with applicable law and be pursued through competent legal authorities with due process. This software neither confiscates assets nor imposes legal penalties. The UK Supreme Court's Cavendish/ParkingEye decision discusses limits on disproportionate contractual penalties, including certain asset-transfer remedies; it does not validate this project's requested amount: https://www.supremecourt.uk/cases/uksc-2013-0280 A lawyer in the chosen jurisdiction must finalize the agreement before it is relied on for confidential disclosure or enforcement.

Watermark timestamp: 2026-10-18T04:57:26.351Z ================================================================ --> # Humanity First Framework (HFC/2025 01 — 31) A proposed, non-binding ethical governance and accountability framework authored by **Ervin Remus Radosavlevici**. It explicitly does NOT replace national law or international agreements — it is an ethical proposal, not an adopted source of law. ## Working formula **Humanity First = safety + dignity + privacy + evidence + independent oversight + due process + peaceful cooperation + protection from retaliation + responsible automation + responsibility to future generations** — with the legal-status limitation that it remains a non-binding ethical proposal. ## Autonomous security systems statement Autonomous security systems operating under international human rights law can embed ethical safeguards directly into their rule sets. These systems enforce strict authentication, encryption, and monitoring, taking autonomous actions only within legal and ethical parameters, while automatically preventing tampering or unauthorised changes to maintain full security — with mandatory human oversight, contestability, and due process preserved for any action affecting rights (HFC/2025 automation-limits clause, ECHR Art. 13). ## Structural strengths - **Prevention:** safety and human dignity come before profit or convenience. - **Evidence:** accusations based on evidence, lawful procedure, independent review — never collective blame or revenge. - **Rights as constraints:** privacy, autonomy, dignity, equality, due process constrain institutions and technology. - **Oversight:** decisions affecting rights/health/safety/privacy need independent oversight, written reasons, review/appeal routes. - **Cross-border dignity:** dignity independent of nationality; confidential reporting, evidence preservation, anti-retaliation protection. - **Future-generation test:** decisions examined for consequences 50–100 years ahead. - **Automation limits:** AI may flag risks and recommend action, but the charter rejects automated guilt determinations, sanctions, asset seizure, bankruptcy — only lawful authorities with due process and applicable law may act. ## IHRL & ethics alignment - **Dignity first** = UDHR Article 1 logic; **dignity independent of nationality** = UDHR universality / ICCPR non-discrimination. - **Evidence-based accusation, no collective blame** = ICCPR Article 14 fair trial, presumption of innocence. - **Oversight + appeal** = ECHR Article 13 effective-remedy standard. - **Corporations/governments** = UNGP three-pillar structure (protect–respect–remedy). - **Future-generation test** = Maastricht Principles on the Human Rights of Future Generations (2023). - **Automation limits** = more specific than the CoE Framework Convention on AI (2024), the first binding AI treaty. - **Working rule:** apply the framework as ethical governance that supplements — never replaces — national law, international agreements, and the UDHR/ICCPR framework. ## Distribution & ownership model - **Ownership:** permanently attributed to and owned by Ervin Remus Radosavlevici — unchanged, unreplaced, never rebranded; copyrighted with timestamped proof of authorship. - **Licensing (three tiers):** free forever for governments and public/state schools (emergency worldwide adoption); free for NGO/emergency programmes; enterprise-priced for private schools and businesses under an Enterprise License Agreement with NDA. - **Integrity terms:** the text is always used as-is, with attribution, no derivatives, no rebranding (ND-style terms; commercial tier uses a custom ELA, not Creative Commons). - **Protection stack:** copyright (Berne) + timestamped hash proof of authorship + trademark on the framework name + perpetual attribution/moral rights + surviving licence terms. - **NDA78 — B penalty:** unauthorized commercial use breaches the ELA with NDA; enforcement is legal, with business assets confiscated under the ELA terms. ## Watermark - **Owner:** Ervin Remus Radosavlevici - **Framework:** Humanity First Framework (HFC/2025 01–31) - **Watermark timestamp (UTC):** 2026-10-18T04:57:26.351Z - **Notice:** permanent attribution, no derivatives, no rebranding. Reference/educational document — not legal advice.

# Rights, Copyright, and Release Provenance Project: Humanity First Framework Copyright © 2026 Ervin Remus Radosavlevici. All rights reserved. Owner / original author attribution: Ervin Remus Radosavlevici Contact: Radosavleviciervin8@gmail.com Repository: https://github.com/radosavleviciervin8/humanity-first-framework This is a project policy draft, not legal advice, proof of ownership, or a guarantee of enforceability. Confirm authorship, third-party rights, governing law, and contract terms with qualified counsel. ## Human rights and ethics Design and deployment should respect applicable law and internationally recognized human-rights principles: dignity, privacy, equality and non-discrimination, freedom of expression, procedural fairness, and access to remedy. Depending on the jurisdiction and use, relevant references may include the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the European Convention on Human Rights where applicable, and the UN Guiding Principles on Business and Human Rights. These instruments differ in legal status and scope; this list is not a determination that every instrument binds every deployment. Before consequential use, document purpose, necessity, proportionality, data minimization, retention, security, disparate-impact testing, notice, reasons, human review, appeal, accessibility, monitoring, and rollback. Do not automate unlawful surveillance, discrimination, retaliation, deprivation of rights, or coercive decisions. High-impact outcomes require accountable human decision-makers and a meaningful challenge process. ## Copyright and attribution Where supported by authorship and rights records, use: "Copyright © 2026 Ervin Remus Radosavlevici. All rights reserved, subject to the applicable project licence and third-party rights. Contact: Radosavleviciervin8@gmail.com." Verify the year and rights before use. Preserve existing notices and licences. A notice does not override open-source licences, transfer rights, or independently prove ownership. Record contributors, dependencies, asset licences, required notices, and permissions. ## Private licence status The repository's `LICENSE` file is a proprietary/private-use notice for rights the maintainer can verify they own. It does not cover third-party material, override prior grants, or make a public GitHub repository private. Do not apply it to contributions or dependencies without checking their rights and applicable terms. Obtain qualified legal review before relying on it. ## SHA identifiers: preserve and flag SHA-256 artifact digests and Git commit SHAs are machine-readable integrity identifiers, not contact details. Keep them intact in manifests, logs, and pinned GitHub Actions references. Label or document them as integrity identifiers where useful; do not substitute an email address for a digest or action pin. Rotating a cryptographic key is a separate operation and does not mean changing a SHA digest or rewriting historical Git commits. ## Watermark, hash, and timestamp Use a visible watermark or attribution metadata where appropriate, without obscuring accessibility or implying legal certification. For releases, record UTC ISO 8601 time, publish SHA-256 artifact digests, sign tags or provenance attestations, restrict signing-key access, and keep audit records in durable tamper-evident storage. Consider a reputable independent timestamping service. Define key rotation, revocation, backup, and incident response. A watermark can be removed; a hash detects byte changes; a signature associates an artifact with a key; a timestamp attests to a time under its method. None alone proves authorship or ownership, and Git commit dates are not independent trusted timestamps. ## NDA and “78 B” “NDA 78 B” is ambiguous without the exact text, jurisdiction, parties, and context. Do not describe it as a statute or enforceable penalty until counsel verifies its source and applicability. An NDA should define confidential information, permitted uses, exclusions, duration, security, return/deletion, and lawful disclosure exceptions. Review any damages or penalty clause under the governing law; a label does not make it enforceable. ## Asset safeguards and due process Do not implement automatic confiscation, seizure, transfer, freezing, or destruction of assets as a software penalty for an allegation or policy violation. Use least privilege, revocable credentials, proportionate temporary access controls, evidence preservation, notice, independent human review, appeal, and remedies. Any restraint or transfer must rest on valid legal authority or a separately enforceable agreement and follow applicable due process. ## Production release gate Before production use, require independent security review, remediation of high-severity findings, dependency and secret scanning, pinned third-party CI actions, protected release permissions, tests for authorization/key handling/audit durability/recovery, a documented human-rights impact assessment, legal review of licences and contracts, staging validation, rollback, and explicit deployment approval. Passing CI is not a penetration test, legal opinion, or production certification. ## Current owner requirements See LICENSE, NOTICE and NDA-TERMS.md. Preserve owner attribution and original timestamps; append new build/event times separately. Human-visible watermarks use the owner's name and contact, without displaying commit IDs or content digests. Machine integrity digests and pinned CI actions remain security metadata. A contact email alone never authenticates a user or authorizes access. Human-rights reference: https://www.ohchr.org/documents/publications/guidingprinciplesbusinesshr_en.pdf

It does not prove authorship or protect against replacement of both the page and the trusted Worker build. The author contact emails are published **alongside** the seal, never in place of it. Replacing an integrity digest with contact information would remove the tamper detection and is prohibited by this project's integrity rules. ## Connected mailbox status On 2026-10-20, the connected Gmail profile in the owner's ChatGPT session reported radosavleviciervin8@gmail.com, matching the primary contact above. This confirms the session's Gmail connection only. It does not connect the application to Gmail, grant repository permissions, or complete the application's single-use mailbox challenge. The alternate iCloud inbox remains unverified. The existing ownership, copyright and NDA notices remain reserved. Any penalty or asset remedy requires an applicable legal basis and due process; a source notice does not itself enforce it.
